CHAMBER OF COMMERCE
PRELIMINARY POLICY STATEMENT

FEBRUARY 9, 2009
PORTLAND, OREGON

ONE OF THE BASIC BENEFITS OF AN INTEGRATED FINANCIAL SYSTEM IS ITS ABILITY TO MAKE CREDIT AVAILABLE TO BOTH LARGE AND SMALL ENTITIES IN EVERY GEOGRAPHIC LOCATION. MEASURES TO STABILIZE FINANCIAL SYSTEMS HAVE CONTRIBUTED TO AN IMPROVEMENT IN THE FUNCTIONING OF CREDIT MARKETS OVER THE PAST COUPLE OF MONTHS. HOWEVER, THE COMBINATION OF EXPANSIONARY MONETARY AND FISCAL POLICIES NOW IN PLACE AND THE CONTRACTIONARY FORCES COMING FROM ABROAD MAY HIGHLIGHT ONE OF THE FUNDAMENTAL DRAWBACKS OF OUR SYSTEM. DUE TO THE STERILIZED INTERVENTION IN THE FORM OF MACROECONOMIC POLICY MEASURES BEING TAKEN AROUND THE WORLD, WE HAVE DEEMED THAT A FURTHER SIZABLE REDUCTION IN THE CASH RATE MAY BE APPROPRIATE IN ORDER TO GIVE FURTHER SUPPORT TO DEMAND. MORE SIGNIFICANT THAN THE CHOICE OF A STIMULUS TRIGGER, HOWEVER, IS THE DESIGN OF THE PACKAGE ITSELF. AS ANALYSTS RECOGNIZE, TO BE EFFECTIVE, SEQUENCING MEASURES MUST NOT BE CONCEIVED IN RESPONSE TO POLITICAL PRESSURES OR IDEOLOGICAL FIXATIONS. EVERY RULE MUST PROVIDE REAL BENEFITS FOR CONSUMERS AND INVESTORS. NOTHING IS MORE ESSENTIAL THAN MODERNIZING AND STRENGTHENING OUR SPECULATIVE MOTIVES AND THE OUTMODED REGULATORY SYSTEMS THAT GOVERN OUR FISCAL NEUTRALITY.

SIGNED,

REED WALLSMITH, ALTO SAXOPHONE
MARY SUE TOBIN, ALTO / SOPRANO SAXOPHONE
SLY PIG, TENOR SAXOPHONE
CHAD HENSEL, BASS CLARINET
REBECCA SANBORN, PIANO / KEYBOARDS
BILL ATHENS, BASS
